[Dirvish] run from cron fails

Most common cause of such failures are that dirvish and/or rsync are not
in the default $PATH as available when run from cron.

A fix is to use a wrapper script that first extends $PATH to include the
directory/ies that dirvish and rsync are in, and then runs
dirvish-runall.
